that the Customs should grant special rewards to the Municipal Police for captures of smuggled opium and al so that the River polies flotilla should be increased by the attition of a mumber of fast launches with searchlights for patrolling the harbour.

It should be borne in mind that there is a French Concession as well as the International Settle- ment at Shanghai and that it will be useless to make special arrangements in ene wd thout the other, and the French authorities have not, so far, been approached

in the matter.

Pinally the general opinion of the Customs and Folice and all others concerned with the suppression of opium smuggling, is that it is a well nigh hopeless task in Sjanghai so long as the sources of supply such as Szechuan are uncontrolled.

With reference to the last paragraph of your despatch No. 193, I have the honour to enclose a copy of a letter from Mr. MoBuen giving the nationality of the persona engaged in the traffic so far as it can be

ascertained.
